       The Committee on Judiciary (Richter) recommended the following:
       
    1         Senate Amendment (with ballot and title amendments)
    2  
    3         Delete lines 20 - 26
    4  and insert:
    5         (a) Public funds may not be expended for any abortion or
    6  for health-benefits coverage that includes coverage of abortion.
    7  This subsection does not apply to:
    8         (1) Expenditures required by federal law;
    9         (2) An abortion that is necessary to save the life of the
   10  mother; or
   11         (3) Pregnancies that result from rape or incest.
   12         (b) This constitution may not be interpreted to create
   13  broader rights to an abortion than those contained in the United
   14  States Constitution.

   17         And the ballot statement is amended as follows:
   18         Delete lines 31 - 35
   19  and insert:
   20         PROHIBITION ON PUBLIC FUNDING OF ABORTIONS; CONSTRUCTION OF
   21  ABORTION RIGHTS.—This proposed amendment provides that public
   22  funds may not be expended for any abortion or for health
   23  benefits coverage that includes coverage of abortion. This
   24  prohibition does not apply to expenditures required by federal
   25  law, an abortion that is necessary to save the life of the
   26  mother, or cases of rape or incest.
