       The Committee on Environmental Preservation and Conservation
       (Jones) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 528 and 529
    4  insert:
    5         (f) Counties required to participate.—Any county identified
    6  as having an impaired water body in accordance with s.
    7  403.067(4) or a first magnitude spring within its boundaries is
    8  prohibited from opting out of this section.
