    1         Senate Amendment (with title amendment)

    3         Delete lines 544 - 545
    4  and insert:
    5  the Department of Environmental Protection shall provide
    6  guidance in the application process to receive
    7

    9         And the title is amended as follows:
   10         Delete lines 52 - 53
   11  and insert:
