       The Committee on Budget (Margolis) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 1444 - 1448
    4  and insert:
    5         2. For persons under 21 years of age who are fragile, the
    6  requirements include a minimum combined average of licensed
    7  nurses, respiratory therapists, respiratory care practitioners,
    8  and certified nursing assistants of 5 hours of direct care per
    9  resident per day for each nursing home facility. Up to 1.5 hours
   10  of certified nursing assistant care per resident per day may be
   11  counted in determining the minimum direct care hours required.
