       The Committee on Environmental Preservation and Conservation
       (Latvala) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 390 - 394
    4  and insert:
    5  may issue consumptive use permits for durations commensurate
    6  with the long-term master plan or detailed specific area plan,
    7  considering the ability of the master-plan area to contribute to
    8  regional water supply availability and the need to maximize
    9  reasonable beneficial use of the water resource. The permitting
   10  criteria in s. 373.223 shall be applied based upon the projected
   11  population and the approved densities and intensities of use and
   12  their distribution in the long-term master plan. However, the
   13  allocation of the water may be phased over the permit duration
   14  to correspond to actual projected needs. This paragraph does not
   15  supersede the public interest test set forth in s. 373.223. The
