       The Committee on Budget (Joyner) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 39 - 53
    4  and insert:
    5         1. Agencies that receive the funds must use at least 70
    6  percent of the funds to provide for the material needs of
    7  pregnant women who are making an adoption plan for their
    8  children committed to placing their children for adoption,
    9  including, but not limited to, clothing, housing, medical care,
   10  food, utilities, and transportation. Such funds may also be
   11  expended on birth mothers for 60 days after delivery and on
   12  infants awaiting placement with adoptive parents.
   13         2. The remaining Funds may be used for adoption-related
   14  adoption, counseling and, training, or advertising, but may not
   15  be used for administrative expenses, legal expenses, marketing,
   16  advertising, or capital expenditures. However, a maximum of 15
   17  percent of the total funds received annually may be used by
   18  Choose Life, Inc., for the administration and promotion of the
   19  Choose Life license plate program.
