       The Committee on Health Regulation (Altman) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 3857 and 3858
    4  insert:
    5         (4) The agency shall develop a methodology and request a
    6  state plan amendment or waiver that ensures the availability of
    7  certified public expenditures in the Medicaid managed care
    8  program to support noninstitutional teaching faculty providers
    9  that have historically served Medicaid recipients. Such
   10  providers include allopathic and osteopathic physicians employed
   11  by or under contract with a medical school in this state. The
   12  agency shall directly make supplemental payments to teaching
   13  faculty providers or make such payments to a statewide entity
   14  acting on behalf of state medical schools and teaching faculty
   15  providers that contract with qualified plans and provide care to
   16  Medicaid members, in recognition of the costs associated with
   17  graduate medical education and training and educating medical
   18  school students and the access to primary and specialty care
   19  provided to Medicaid recipients. Physicians and health care
   20  professions under their supervision employed by or under
   21  contract with a medical school in this state are eligible for a
   22  supplemental payment only if there are sufficient certified
   23  public expenditures or intergovernmental transfers available
   24  from allowable sources. The agency shall evaluate the
   25  development of teaching faculty provider payments for managed
   26  care to accurately reflect the historical and underlying as well
   27  as current and prospective utilization to the maximum extent
   28  possible. Any such methodology must preserve federal funding to
   29  these entities.
