       The Committee on Budget (Altman) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 3966 - 3979
    4  and insert:
    5         (1) The agency shall develop a methodology and request a
    6  waiver that ensures the availability of intergovernmental
    7  transfers in the Medicaid managed care program to support
    8  providers that have historically served Medicaid recipients.
    9  Such providers include, but are not limited to, safety net
   10  providers, trauma hospitals, children’s hospitals, and statutory
   11  teaching hospitals. The agency may develop a supplemental
   12  capitation rate, risk pool, or incentive payment for plans that
   13  contract with these providers. A plan is eligible for a
   14  supplemental payment only if there are sufficient
   15  intergovernmental transfers available from allowable sources.
