       following:
       
    1         Senate Substitute for Amendment (968382) 
    2  
    3         Delete line 3826
    4  and insert:
    5  409.972 and 409.978, and must encourage plans to use the most
    6  cost-effective modalities for the treatment of chronic disease,
    7  such as peritoneal dialysis over hemodialysis, if the patient
    8  and physician choose this form of treatment. Payment rates for
