       The Committee on Budget (Gaetz) recommended the following:
       
    1         Senate Amendment to Amendment (480914) 
    2  
    3         Delete lines 2049 - 2066
    4  and insert:
    5         (2) Each elector registered to vote in the minor political
    6  party in which he or she has so designated has a fundamental
    7  right to fully and meaningfully participate in the business and
    8  affairs of the minor political party without any monetary
    9  encumbrance. The constitution, bylaws, rules, regulations, or
   10  other equivalent documents must reflect this fundamental right
   11  and must provide for and contain reasonable provisions that, at
   12  a minimum, prescribe procedures to: prescribe its membership;
   13  conduct its meetings according to generally accepted
   14  parliamentary practices; timely notify its members as to the
   15  time, date, and place of all of its meetings; timely publish
   16  notice on its public and functioning website as to the time,
   17  date, and place of all of its meetings; elect its officers;
   18  remove its officers; make party nominations when required by
   19  law; conduct campaigns for party nominees; raise and expend
   20  party funds; select delegates to its national convention, if
   21  applicable; select presidential electors, if applicable; and
   22  alter or amend all of its governing documents.
