       Senators Joyner and Wise moved the following:
       
    1         Senate Amendment (with title amendment)

    4         Between lines 582 and 583
    5  insert:
    6         Section 4. Type two transfers from the Department of
    7  Education.—
    8         (1) All powers, duties, functions, records, offices,
    9  personnel, associated administrative support positions,
   10  property, pending issues, existing contracts, administrative
   11  authority, administrative rules, and unexpended balances of
   12  appropriations, allocations, and other funds relating to the
   13  Division of Vocational Rehabilitation and the Division of Blind
   14  Services of the Department of Education are transferred by a
   15  type two transfer, as defined in s. 20.06(2), Florida Statutes,
   16  to Jobs Florida.
   17         (2) The Grants and Donations Trust Fund of the Division of
   18  Blind Services is transferred from the Department of Education
   19  to Jobs Florida.
   20         (3) Any binding contract or interagency agreement existing
   21  before July 1, 2011, between the Division of Vocational
   22  Rehabilitation or the Division of Blind Services, or an entity
   23  or agent of the divisions, and any other agency, entity, or
   24  person shall continue as a binding contract or agreement for the
   25  remainder of the term of such contract or agreement on the
   26  successor department, agency, or entity responsible for the
   27  program, activity, or functions relative to the contract or
   28  agreement.
   29         (4) All powers, duties, functions, records, offices,
   30  personnel, property, pending issues, and existing contracts,
   31  administrative authority, administrative rules, and unexpended
   32  balances of appropriations, allocations, and other funds
   33  relating to the Division of Vocational Rehabilitation and the
   34  Division of Blind Services which are not specifically
   35  transferred by this section are transferred by a type two
   36  transfer, as defined in s. 20.06(2), Florida Statutes, to Jobs
   37  Florida.
