       The Committee on Rules (Gaetz) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 45 and 46
    4  insert:
    5         Section 2. Subsection (2) of section 106.265, Florida
    6  Statutes, is amended to read:
    7         106.265 Civil penalties.—
    8         (2) If any person, political committee, committee of
    9  continuous existence, or political party fails or refuses to pay
   10  to the commission any civil penalties assessed pursuant to the
   11  provisions of this section, the commission shall be responsible
   12  for collecting the civil penalties resulting from such action.
   13  Notwithstanding any provision of chapter 120, any penalty
   14  imposed under this section which remains unpaid more than 60
   15  days after the notice of payment due or more than 60 days after
   16  the order imposing such penalty must be submitted to the
   17  Department of Financial Services as a claim, debt, or other
   18  obligation owed to the state, and the department shall assign
   19  the collection of such penalty to a collection agent as provided
   20  in s. 17.20.

   23         And the title is amended as follows:
   24         Delete lines 19 - 20
   25  and insert:
   26         his or her military service; amending s. 106.265,
   27         F.S.; requiring that certain unpaid penalties be
   28         submitted to the Department of Financial Services;
   29         requiring the department to assign the collection of
   30         such penalties to a collection agent; providing an
   31         effective date.
