       The Committee on Budget (Flores) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 121 and 122
    4  insert:
    5         Section 4. Section 901.1503, Florida Statutes, is created
    6  to read:
    7         901.1503 When notice to appear by officer without warrant
    8  is lawful.—A law enforcement officer may give a notice to appear
    9  to a person without a warrant when the officer has determined
   10  that he or she has probable cause to believe that a violation of
   11  s. 509.144 has been committed and the owner or manager of the
   12  public lodging establishment in which the violation occurred
   13  signs an affidavit containing information that supports the
   14  officer’s determination of probable cause.

   18         Delete line 16
   19  and insert:

   24         s. 509.144, F.S., and the owner or manager of the
