       The Committee on Health Regulation (Bennett) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 27 - 32
    4  and insert:
    5         Section 2. The provisions of this act shall operate
    6  prospectively. The prospective operation of this act does not
    7  provide a basis for an assessment of taxes not paid, nor a basis
    8  for determining any right to a refund of taxes paid, prior to
    9  the effective date of the act.

   12         And the title is amended as follows:
   13         Delete lines 7 - 9
   14  and insert:
   15         insurance premium taxes; providing for prospective
   16         operation; specifying that the act does not provide a
   17         basis for assessment of taxes not paid or a right to a
   18         refund of taxes paid prior to the effective date of
   19         the act;
