       The Committee on Budget Subcommittee on Finance and Tax (Altman)
       recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete line 147
    4  and insert:
    5         Section 4. This act shall take effect July 1, 2011, except
    6  that section 2 of this act shall operate retroactively to
    7  October 13, 2010.
