House Memorial
2A memorial to the Congress of the United States, urging
3Congress to propose to the states an amendment to the
4Constitution of the United States that would limit the
5terms of office of members of the Congress to 12 years.

7     WHEREAS, Article V of the Constitution of the United States
8authorizes Congress to propose amendments to the Constitution
9which shall become valid when ratified by the states, and
10     WHEREAS, a continuous and growing concern has been
11expressed that the best interests of this nation will be served
12by limiting the terms of members of Congress, a concern
13expressed by the founding fathers, incorporated into the
14Articles of Confederation, attempted through legislation adopted
15by state legislatures, and documented in recent media polls,
16NOW, THEREFORE,

18Be It Resolved by the Legislature of the State of Florida:

20     That the Florida Legislature respectfully petitions the
21Congress of the United States to propose to the states an
22amendment to the Constitution of the United States to read as
23follows:

25     A person may not appear on the ballot for re-election to
26the office of Senator or Representative in Congress if, by the
27end of the current term of office, the person will have served,
28or but for resignation, would have served, in that office for
29twelve consecutive years.
30     BE IT FURTHER RESOLVED that copies of this memorial be
31dispatched to the President of the United States, to the
32President of the United States Senate, to the Speaker of the
33United States House of Representatives, and to each member of
34the Florida delegation to the United States Congress.
