3     Amendment (with title amendment)
4     Remove lines 1709-1726 and insert:
5any given month. The department shall assess national data from
6the Automation of Reports and Consolidated Orders System of the
7federal Drug Enforcement Administration, excluding Florida data,
8and identify the national average of grams of hydrocodone,
9morphine, oxycodone, and methadone distributed per pharmacy
10registrant per month in the most recent year for which data is
11available. The department shall report the average for each of
12these drugs to the Governor, the President of the Senate, and
13the Speaker of the House of Representatives by January 1, 2012.
14The department shall assess the data reported pursuant to
15subsection (14) and identify the statewide average of grams of
16each benzodiazapine distributed per community pharmacy per
17month. The department shall report the average for each
18benzodiazapine to the Governor, the President of the Senate, and
19the Speaker of the House of Representatives by January 1, 2012.
20     Section 18.  Paragraphs (o) and (p) are added to subsection
21(1) of section 499.05, Florida Statutes, to read:
22     499.05  Rules.-
23     (1)  The department shall adopt rules to implement and
24enforce this part with respect to:
25     (o)  Wholesale distributor reporting requirements of s.
26499.0121(14).
27     (p)  Wholesale distributor credentialing and distribution
28requirements of s. 499.0121(15).
29     Section 19.  Subsections (8) and (9) are added to section
30499.067, Florida Statutes, to read:
31     499.067  Denial, suspension, or revocation of permit,
32certification, or registration.-
33     (8)  The department may deny, suspend, or revoke a permit
34if it finds the permittee has not complied with the
35credentialing requirements of s. 499.0121(15).
36     (9)  The department may deny, suspend, or revoke a permit
