| 4 | Remove lines 3272-3285 and insert: |
| 5 | facilities within its jurisdiction. |
| 6 | (a) If concurrency is applied to other public facilities, |
| 7 | the local government comprehensive plan must provide the |
| 8 | principles, guidelines, standards, and strategies, including |
| 9 | adopted levels of service, to guide its application. In order |
| 10 | for a local government to rescind any optional concurrency |
| 11 | provisions, a comprehensive plan amendment is required. An |
| 12 | amendment rescinding optional concurrency issues is not subject |
| 13 | to state review. |
| 14 | (b) The local government comprehensive plan must |
| 15 | demonstrate, for required or optional concurrency requirements, |
| 16 | that the levels of service adopted can be reasonably met. |
| 17 | Infrastructure needed to ensure that adopted level-of-service |
| 18 | standards are achieved and maintained for the 5-year period of |
| 19 | the capital improvement schedule must be identified pursuant to |
| 20 | the requirements of s. 163.3177(3). The comprehensive plan must |
| 21 | include principles, guidelines, standards, and strategies for |
| 22 | the establishment of a concurrency management system. |
