| 3 | Amendment (with title amendment) | 
| 4 | Remove lines 230-286 and insert: | 
| 5 | 1.  The State Economic Enhancement and Development Trust | 
| 6 | Fund in the Office of Tourism, Trade, and Economic Development | 
| 7 | of the Executive Office of the Governor State Transportation  | 
| 8 | Trust Fund in the Department of Transportationin the amount of | 
| 9 | the lesser of 38.2 percent of the remainder or $541.75 million | 
| 10 | in each fiscal year. The Revenue Estimating Conference shall | 
| 11 | maintain separate accounting of proceeds that would be | 
| 12 | attributed to the State Transportation Trust Fund based on | 
| 13 | distributions pursuant to this subparagraph as in effect on June | 
| 14 | 30, 2012. , to be used for the following specified purposes,  | 
| 15 | notwithstanding any other law to the contrary: | 
| 16 | a.  For the purposes of capital funding for the New Starts  | 
| 17 | Transit Program, authorized by Title 49, U.S.C. s. 5309 and  | 
| 18 | specified in s. 341.051, 10 percent of these funds; | 
| 19 | b.  For the purposes of the Small County Outreach Program  | 
| 20 | specified in s. 339.2818, 5 percent of these funds. Effective  | 
| 21 | July 1, 2014, the percentage allocated under this sub- | 
| 22 | subparagraph shall be increased to 10 percent; | 
| 23 | c.  For the purposes of the Strategic Intermodal System  | 
| 24 | specified in ss. 339.61, 339.62, 339.63, and 339.64, 75 percent  | 
| 25 | of these funds after allocating for the New Starts Transit  | 
| 26 | Program described in sub-subparagraph a. and the Small County  | 
| 27 | Outreach Program described in sub-subparagraph b.; and | 
| 28 | d.  For the purposes of the Transportation Regional  | 
| 29 | Incentive Program specified in s. 339.2819, 25 percent of these  | 
| 30 | funds after allocating for the New Starts Transit Program  | 
| 31 | described in sub-subparagraph a. and the Small County Outreach  | 
| 32 | Program described in sub-subparagraph b. Effective July 1, 2014,  | 
| 33 | the first $60 million of the funds allocated pursuant to this  | 
| 34 | sub-subparagraph shall be allocated annually to the Florida Rail  | 
| 35 | Enterprise for the purposes established in s. 341.303(5). | 
| 36 | 2.  The Grants and Donations Trust Fund in the Department | 
| 37 | of Community Affairs in the amount of the lesser of .23 percent | 
| 38 | of the remainder or $3.25 million in each fiscal year to fund | 
| 39 | technical assistance to local governments and school boards on | 
| 40 | the requirements and implementation of this act. | 
| 41 | 3.  The Ecosystem Management and Restoration Trust Fund in | 
| 42 | the amount of the lesser of 2.12 percent of the remainder or $30 | 
| 43 | million in each fiscal year, to be used for the preservation and | 
| 44 | repair of the state's beaches as provided in ss. 161.091- | 
| 45 | 161.212. | 
| 46 | 4.  General Inspection Trust Fund in the amount of the | 
| 47 | lesser of .02 percent of the remainder or $300,000 in each | 
| 48 | fiscal year to be used to fund oyster management and restoration | 
| 49 | programs as provided in s. 379.362(3). | 
| 50 | 
 | 
| 51 | Moneys distributed pursuant to this paragraph may not be pledged | 
| 52 | for debt service unless such pledge is approved by referendum of | 
| 53 | the voters. | 
| 54 | (d)  After the required payments under paragraphs (a), (b), | 
| 55 | and (c), the remainder shall be paid into the State Treasury to | 
| 56 | the credit of the General Revenue Fund to be used and expended | 
| 57 | for the purposes for which the General Revenue Fund was created | 
| 58 | and exists by law. | 
| 59 | (9)  Sixteen and nineteen hundredths The lesser of 7.53  | 
| 60 | percent of the remaining taxes or $107 millionin each fiscal | 
| 61 | year shall be paid into the State Treasury to the credit of the | 
| 62 | State Economic Enhancement and Development Trust Fund in the | 
| 63 | Office of Tourism, Trade, and Economic Development of the | 
| 64 | Executive Office of the Governor. The Revenue Estimating | 
| 65 | Conference shall maintain separate accounting of proceeds that | 
| 66 | would be attributed to the State Housing Trust Fund and the | 
| 67 | Local Government Housing Trust Fund based on distributions | 
| 68 | pursuant to this subsection as in effect on June 30, 2012. |
