| 1 | A bill to be entitled |
| 2 | An act relating to the Florida Education Finance Program; |
| 3 | requiring that the Department of Education enter into a |
| 4 | contract with an entity located outside the state to |
| 5 | conduct a study and review of the Florida Education |
| 6 | Finance Program and recommend any improvements that may be |
| 7 | necessary; requiring that the department submit a report |
| 8 | to the Legislature and the Governor by a specified date; |
| 9 | providing an appropriation and for carryforward of any |
| 10 | unexpended balance of funds; providing an effective date. |

| 12 | Be It Enacted by the Legislature of the State of Florida: |
| 13 |

| 14 | Section 1. (1) The Department of Education shall enter |
| 15 | into a contract with an entity located outside the state to |
| 16 | conduct a study that includes the review of the Florida |
| 17 | Education Finance Program. The entity shall review the current |
| 18 | funding distribution formula and recommend any improvements that |
| 19 | may be necessary to ensure equity among the school districts. |
| 20 | The entity shall consider each school district's varying |
| 21 | characteristics and overall student populations. |
| 22 | (2) The department shall submit a report containing the |
| 23 | results of the study to the President of the Senate, the Speaker |
| 24 | of the House of Representatives, and the Governor by January 1, |
| 25 | 2012. |
| 26 | Section 2. For the 2011-2012 fiscal year, the sum of |
| 27 | $100,000 in nonrecurring funds is appropriated from the General |
| 28 | Revenue Fund to the Department of Education for the purpose of |
| 29 | implementing section 1 of this act. Any unexpended funds from |
| 30 | this appropriation shall be reappropriated for the 2012-2013 |
| 31 | fiscal year. |
| 32 | Section 3. This act shall take effect July 1, 2011. |
