Senator Lynn moved the following:

3 Delete lines 216 - 223
4 and insert:
5 a. For classroom teachers, excluding substitute teachers, the
6 student growth portion of the evaluation must include growth, as
7 defined in subsection (8) and in section (D)(2)(i) of the Race
8 to the Top Memorandum of Understanding, for students assigned to
9 a teacher over the course of at least 3 years. If less than 3
10 years of data are available, the school district must include
11 the years for which data are available.
12 (I) Beginning with the 2011-2012 school year, the school
13 district may phase in the evaluation system but shall use, at a
14 minimum, student growth, as defined in subsection (8) and in
15 section (D)(2)(i) of the Race to the Top Memorandum of
16 Understanding, for at least 35 percent of the evaluation and
17 student growth or achievement as determined by the school
18 district for 15 percent of the evaluation.
19 (II) Beginning with the 2014-2015 school year, the teacher
20 evaluation system shall use, at a minimum, student growth, as
21 defined in subsection (8) and in section (D)(2)(i) of the Race
22 to the Top Memorandum of Understanding, for at least 40 percent
23 of the evaluation and student growth or achievement as
24 determined by the school district for 10 percent of the
25 evaluation for students assigned to the teacher over the course
26 of at least 3 years. If less than 3 years of data are available,
27 the school district must include the years for which data are
28 available.
29 (III) School districts may include at least one additional
30 metric to combine the student performance and principal
31 observation components to develop a multi-metric evaluation
32 system for, at a minimum, the teachers who are in the year prior
33 to a milestone career event, such as being awarded a multi-year
34 contract, a promotion, or a significant increase in salary.
35 Additional metrics shall include, but need not be limited to,
36 observations by master teachers or instructional coaches,
37 student input, peer input, and parental input for students
38 assigned to the teacher over the course of at least 3 years.
