       Appropriations (Hays) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 51 and 52
    4  insert:
    5         (1) After consulting with local governments and other
    6  affected stakeholders, adopt rules to administer this section.
    7

    9         And the title is amended as follows:
   10         Delete line 9
   11  and insert:
   12         to the state; requiring that the Department of
   13         Agriculture and Consumer Services adopt rules after
   14         consulting with local governments and other affected
   15         stakeholders; providing an effective date.
