    2         An act relating to disabled parking permits; amending
    3         s. 320.0848, F.S.; requiring a disabled parking permit
    4         placard to display the person’s image; providing an
    5         effective date.

    7  Be It Enacted by the Legislature of the State of Florida:
    8  
    9         Section 1. Paragraph (a) of subsection (2) and paragraph
   10  (a) of subsection (3) of section 320.0848, Florida Statutes, are
   11  amended to read:
   12         320.0848 Persons who have disabilities; issuance of
   13  disabled parking permits; temporary permits; permits for certain
   14  providers of transportation services to persons who have
   15  disabilities.—
   16         (2) DISABLED PARKING PERMIT; PERSONS WITH LONG-TERM
   17  MOBILITY PROBLEMS.—
   18         (a) The disabled parking permit is a placard that can be
   19  placed in a motor vehicle so as to be visible from the front and
   20  rear of the vehicle. Each side of the placard must have the
   21  international symbol of accessibility in a contrasting color in
   22  the center so as to be visible. One side of the placard must
   23  display a color photograph or digital image of the applicant and
   24  the applicant’s driver driver’s license number or state
   25  identification card number along with a warning that the
   26  applicant must have such identification at all times while using
   27  the parking permit. In those cases where the severity of the
   28  disability prevents a disabled person from physically visiting
   29  or being transported to a driver license or tax collector office
   30  to obtain a driver driver’s license or identification card, a
   31  certifying physician may sign the exemption section of the
   32  department’s parking permit application to exempt the disabled
   33  person from being issued a driver driver’s license or
   34  identification card for the number to be displayed on the
   35  parking permit. A validation sticker must also be issued with
   36  each disabled parking permit, showing the month and year of
   37  expiration on each side of the placard. Validation stickers must
   38  be of the size specified by the Department of Highway Safety and
   39  Motor Vehicles and must be affixed to the disabled parking
   40  permits. The disabled parking permits must use the same colors
   41  as license plate validations.
   42         (3) DISABLED PARKING PERMIT; TEMPORARY.—
   43         (a) The temporary disabled parking permit is a placard of a
   44  different color from the color of the long-term disabled parking
   45  permit placard, and must clearly display the date of expiration
   46  in large print and with color coding, but is identical to the
   47  long-term disabled parking permit placard in all other respects,
   48  including, but not limited to, the inclusion of a color
   49  photograph or digital image of the applicant and a state
   50  identification card number or driver driver’s license number on
   51  one side of the temporary permit. The temporary disabled parking
   52  permit placard must be designed to conspicuously display the
   53  expiration date of the permit on the front and back of the
   54  placard.
   55         Section 2. This act shall take effect July 1, 2012.
