       Appropriations (Wise) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         In directory clause, delete line 9
    4  and insert:
    5         Section 1. Effective upon the institution receiving
    6  accreditation of its baccalaureate degree programs by the
    7  Commission on Colleges of the Southern Association of Colleges
    8  and Schools, paragraph (z) of subsection (3) of section
    9

   11         And the title is amended as follows:
   12         Delete line 5
   13  and insert:
   14         providing a contingent effective date.
