       The Committee on Environmental Preservation and Conservation
       (Sobel) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 1419 and 1420
    4  insert:
    5         Section 50. Subsection (12) is added to section 604.21,
    6  Florida Statutes, to read:
    7         604.21 Complaint; investigation; hearing.—
    8         (12) Notwithstanding any other law to the contrary, the
    9  Commissioner of Agriculture or the commissioner’s authorized
   10  designee may act as trustee on any bond or other form of
   11  security posted with the United States Department of Agriculture
   12  in compliance with the Packers and Stockyards Act. The
   13  Commissioner of Agriculture may enter into agreements with the
   14  United States Department of Agriculture as necessary to
   15  implement the Packers and Stockyards Act.
