       The Committee on Health Regulation (Garcia) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete line 169
    4  and insert:
    5  once every three months. A random sample may not constitute more
    6  than 30 percent of the total employee population. If an
    7  employee's random drug test result is negative for all drugs, he
    8  or she is exempt from further random drug testing for the
    9  following 12 months.
