    1                        A bill to be entitled                      
    2         An act relating to postsecondary education; creating
    3         the Postsecondary Education Study Committee; providing
    4         a purpose; providing for membership; requiring that
    5         members serve without compensation, but are entitled
    6         to reimbursement for per diem and travel expenses;
    7         requiring that the committee prepare and submit a
    8         report to the Governor and the Legislature by a
    9         specified date; providing for future expiration;
   10         providing an effective date.

   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. Postsecondary Education Study Committee.—
   15         (1) The Postsecondary Education Study Committee is created
   16  for the purpose of evaluating and determining whether state
   17  university branch campuses should be combined with community
   18  college campuses to create a three-level postsecondary education
   19  system in the state. The goal of the committee is to create the
   20  most academically and financially efficient postsecondary
   21  education system possible.
   22         (2)(a) The committee shall be composed of 15 members, of
   23  which 5 shall be appointed by the Governor, 5 shall be appointed
   24  by the President of the Senate, and 5 shall be appointed by the
   25  Speaker of the House of Representatives. The Governor shall
   26  select a member to serve as chair.
   27         (b) Members of the committee shall serve without
   28  compensation, but are entitled to reimbursement for per diem and
   29  travel expenses pursuant to s. 112.061, Florida Statutes.
   30         (3) By January 1, 2013, the committee shall prepare and
   31  submit to the Governor, the President of the Senate, and the
   32  Speaker of the House of Representatives a report detailing its
   33  findings and recommendations.
   34         (4) This section expires January 1, 2013.
   35         Section 2. This act shall take effect upon becoming a law.
