       The Committee on Budget Subcommittee on Health and Human
       Services Appropriations (Garcia) recommended the following:
       
    1         Senate Amendment (with title amendment)

    4  insert:
    5         Section 2. (1) The Legislature finds that Florida must
    6  expand its graduate medical education to meet the medical needs
    7  of its residents. The Association of American Medical Colleges
    8  ranked Florida 43rd nationally in numbers of medical residents
    9  per 100,000 population. Approximately 2,700 additional medical
   10  residency positions are required in this state simply to meet
   11  the national average per population. In accordance with these
   12  findings, the Agency for Health Care Administration shall
   13  establish a demonstration project by allowing prepaid behavioral
   14  health organizations providing services to patients in Miami
   15  Dade County to fund a residency program sponsored by the Florida
   16  International University and administered by a federally
   17  qualified health center.
   18         (2)The Agency for Health Care Administration shall
   19  authorize managed care organizations providing behavioral health
   20  services directly or indirectly to Medicaid patients in Miami
   21  Dade County to allocate up to 1 percent of the medical loss
   22  ratio to fund a new psychiatric graduate medical education
   23  program located at the federally qualified health center
   24  sponsored by Florida International University Wertheim College
   25  of Medicine. The university shall select a federally qualified
   26  health center that has a large general psychiatric practice that
   27  has the capacity to implement a new residency program and a
   28  demonstrated interest in establishing a new residency program.
   29         (3) Payments pursuant to this section shall be made to
   30  Florida International University for the design, development,
   31  and operation of the psychiatric residency program and are
   32  deemed to be payments for behavioral health services and not
   33  administrative services. Any managed care organization
   34  allocating funds under this section must enter into an agreement
   35  with Florida International University making provision for
   36  recurring annual payments to Florida International University of
   37  up to 1 percent of the medical loss ratio for behavioral health
   38  services provided to Medicaid patients in Miami-Dade County to
   39  support the residency program.
   40         (4)Each January 1, beginning in 2014 and for the duration
   41  of the demonstration project, the agency shall submit to the
   42  Governor, the President of the Senate, and the Speaker of the
   43  House of Representatives an annual report on the success and
   44  outcomes achieved by the demonstration project, which must
   45  include a recommendation as to whether the demonstration project
   46  should be continued, terminated, or expanded.

   51  and insert:
   52         hospital inpatient rates; requiring that the Agency
   53         for Health Care Administration create a demonstration
   54         program to address funding issues related to the
   55         Medicaid program’s share of medical residency training
   56         expenditures; providing for a federally qualified
   57         health center to establish a graduate medical
   58         education program in Miami-Dade County through Florida
   59         International University; providing requirements for
   60         the agreement between the university and managed care
   61         organizations allocating funds for the project;
   62         requiring that the Agency for Health Care
   63         Administration provide an annual report to the
   64         Governor and Legislature; providing an effective date.
