       The Committee on Transportation (Latvala) recommended the
       following:
       
    1         Senate Substitute for Amendment (466570) 
    2  
    3         Delete lines 1348 - 1349
    4  and insert:
    5  No less than 1.5 percent of the amount contracted for
    6  construction projects that add capacity or provide significant
    7  enhancements to the existing system shall be allocated by the
    8  department for
