       Senators Benacquisto and Gibson moved the following:
       
    1         Senate Substitute for Amendment (714432) (with title
    2  amendment)

    4         Delete lines 165 - 697
    5  and insert:
    6  Section 3. The Auditor General and the Office of Program Policy
    7  Analysis and Governmental Accountability shall conduct a joint
    8  audit and review of the programs and operations of the Florida
    9  Housing Finance Corporation, and shall jointly develop a work
   10  plan for such audit and review to be submitted to the President
   11  of the Senate and the Speaker of the House of Representatives no
   12  later than July 1, 2012. The audit and review shall encompass,
   13  at a minimum, a review of the corporation’s assets, liabilities,
   14  income, and operating expenses, the internal management,
   15  financial and operational controls employed, the programmatic
   16  decision-making processes used, the governance, direction and
   17  oversight provided by the Florida Housing Finance Corporation
   18  Board of Directors, and the performance outcomes of the programs
   19  administered by the Florida Housing Finance Corporation. The
   20  audit and review shall also include formulation of
   21  recommendations to the Legislature for changes to the structure,
   22  governance and operational processes of the Florida Housing
   23  Finance Corporation. Unless otherwise directed in writing
   24  jointly by the President of the Senate and the Speaker of the
   25  House of Representatives, a written report on the audit and
   26  review shall be submitted to the President of the Senate and the
   27  Speaker of the House of Representatives no later than December
   28  1, 2012. This section shall be effective upon this act becoming
   29  law.
