       Senator Alexander moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 379 and 380
    4  insert:
    5         Section 2. If any provision of this act or its application
    6  to any person or circumstance is held invalid, the invalidity
    7  does not affect other provisions or applications of the act
    8  which can be given effect without the invalid provision or
    9  application, and to this end the provisions of this act are
   10  severable.

   13         And the title is amended as follows:
   14         Delete line 107
   15  and insert:
   16         to adopt rules; providing for severability; providing
   17         an effective date.
