       The Committee on Community Affairs (Bennett) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 15 - 19
    4  and insert:
    5  amendment or map amendment is prohibited. However, any local
    6  government charter provision which was in effect as of June 1,
    7  2011, for an initiative or referendum process in regard to
    8  development orders or in regard to local comprehensive plan
    9  amendments or map amendments, may be retained and implemented.
