Explanation:
Restores $1,000,000 in General Revenue funding for the Crisis Counseling 
Program and reduces $1,000,000 in General Revenue funding from Family 
Planning Services within the Department of Health to restore funding 
levels to the original House proposal.  Transfers $200,000 in General 
Revenue funding from Family Planning Services to Grants and 
Aids-Contracted Services to provide grants to organizations to oppose 
health care mandates that violate religious freedom and conscience 
protection.

Immediately following Specific Appropriation 475, DELETE:

From the funds in Specific Appropriation 475, a minimum of 90 percent 
shall be spent on direct client services.  Funds shall not be used for 
advertising, billboards, yellow book ads or capital expenditures.

AND INSERT: From the funds in Specific Appropriation 475, a minimum of 85 percent of the appropriated funds shall be spent on direct client services, direct service provider certification and Option Line. The department shall award a contract to a current Florida Pregnancy Support Services Program (FPSSP) contract management provider that is a Florida non-profit corporation and recognized as tax exempt by the IRS under code section 501 (c)(3) for this Specific Appropriation. The contract shall provide for the development and implementation of certification standards and to provide the required contract management of all sub-contracted direct service providers, Option Line and FPSSP website. The department shall pay the non-profit contract management provider no less than $380 per month per sub-contracted direct service provider for contract management and an FPSSP website. The department is authorized to spend no more than $50,000 for agency program oversight activities. In Section 03 On Page 081 465 Aid To Local Governments Grants And Aids - Family Planning Services From General Revenue Fund 5,245,455 4,045,455 In Section 03 On Page 083 477 Special Categories Grants And Aids - Contracted Services From General Revenue Fund 6,907,323 7,107,323 At the end of existing proviso language, following Specific Appropriation 477, INSERT: From the funds in Specific Appropriation 477, $200,000 from the General Revenue Fund shall be made available as grants to be used as legal fees for organizations that oppose coercive mandates in private health plans believed to violate religious freedom and conscience protection relation to abortion inducing drugs, sterilization, and contraception. The Department of Health shall establish an application and approval process for the allocation of these funds to specific entities.
Line item amendments are accepted as part of the amendatory process. However, due to the necessity of using computerized systems this may entail a different placement within a budget entity or the renumbering of the specific appropriation items.
