       The Committee on Governmental Oversight and Accountability
       (Dean) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 66 - 69
    4  and insert:
    5  compliance report submitted pursuant to s. 373.236. However, a
    6  district must consider a reservation, minimum flows and levels,
    7  and recovery strategies adopted by the adjoining district by
    8  rule on or after July 1, 2012, if a modification of a permit
    9  issued before July 1, 2012, is requested by the permittee to
   10  increase permitted quantities or to transfer permitted
   11  quantities to a new or existing source.
