A bill to be entitled
2An act relating to teenage drivers; creating s.
3322.097, F.S.; providing for the Department of Highway
4Safety and Motor Vehicles to electronically notify a
5parent or guardian when certain events are added to
6the driving record of a minor licensed to drive;
7providing for discontinuance of the notifications;
8providing for forms; providing for a fee; providing an
9effective date.

11Be It Enacted by the Legislature of the State of Florida:

13     Section 1.  Section 322.097, Florida Statutes, is created
14to read:
15     322.097  Teen Electronic Event Notification Service.-
16     (1)  Upon application and receipt of the appropriate fee
17from a parent or guardian of a person who has not attained 18
18years of age and who holds a valid driver's license or learner's
19driver's license, the department shall notify the parent or
20guardian each time any of the following events is added to the
21person's driving record:
22     (a)  Issuance of a traffic citation.
23     (b)  Conviction for any traffic violation.
24     (c)  Suspension or revocation of the licensee's privilege
25to drive or driver's license.
26     (d)  A vehicle crash.
27     (2)  Forms for applications under subsection (1) shall be
28as prescribed by the department.
29     (3)  Notifications under subsection (1) shall be made
30electronically to the parent's or guardian's e-mail address or
31telephone text messaging system, as requested by the parent or
32guardian. The notifications shall be discontinued upon request
33by the parent or guardian receiving the notifications or when
34the licensee attains 18 years of age.
35     (4)  The department shall charge a fee of $5 to cover the
36administrative costs of the notifications. Any amounts received
37that are greater than the cost to administer the program shall
38be used by the department to promote safe driving by teenagers.
39     Section 2.  This act shall take effect July 1, 2012.
