Senator Dean moved the following:

4 insert:
5 Section 6. It is the intent of the Legislature to encourage
6 and facilitate a review by the Pinellas Suncoast Transit
7 Authority (PSTA) and the Hillsborough Area Regional Transit
8 Authority (HART) in order to achieve improvements in regional
9 transit connectivity and implementation of operational
10 efficiencies and service enhancements that are consistent with
11 the regional approach to transit identified in the Tampa Bay
12 Area Regional Transportation Authority’s (TBARTA’s) Regional
13 Transportation Master Plan. The Legislature finds that such
14 improvements and efficiencies can best be achieved through a
15 joint review, evaluation, and recommendations by the Pinellas
16 Suncoast Transit Authority and the Hillsborough Area Regional
17 Transit Authority.
18 (1) The governing bodies or a designated subcommittee of
19 both the Pinellas Suncoast Transit Authority and the
20 Hillsborough Area Regional Transit Authority shall hold a joint
21 meeting within 30 days after July 1, 2012, and as often as
22 deemed necessary thereafter, in order to consider and identify
23 opportunities for greater efficiency and service improvements,
24 including specific methods for increasing service connectivity
25 between the jurisdictions of each agency. The elements to be
26 reviewed must also include:
27 (a) Governance structure, including governing board
28 membership, terms, responsibilities, officers, powers, duties,
29 and responsibilities;
30 (b) Funding options and implementation;
31 (c) Facilities ownership and management;
32 (d) Current financial obligations and resources; and
33 (e) Actions to be taken that are consistent with the Tampa
34 Bay Area Regional Transportation Authority’s master plan.
35 (2) The Pinellas Suncoast Transit Authority and the
36 Hillsborough Area Regional Transit Authority shall jointly
37 submit a report to the Speaker of the House of Representatives
38 and the President of the Senate on the elements described in
39 this section by February 1, 2013. The report must include
40 proposed legislation to implement each recommendation and
41 specific recommendations concerning the reorganization of each
42 agency, the organizational merger of both agencies, or the
43 consolidation of functions within and between each agency.
44 (3) The Tampa Bay Area Regional Transportation Authority
45 shall assist and facilitate the Pinellas Suncoast Transit
46 Authority and the Hillsborough Area Regional Transit Authority
47 in carrying out the purposes of this section. The Tampa Bay Area
48 Regional Transportation Authority shall provide technical
49 assistance and information regarding its master plan, make
50 recommendations for achieving consistency and improved regional
51 connectivity, and provide support to the Pinellas Suncoast
52 Transit Authority and the Hillsborough Area Regional Transit
53 Authority in the preparation of their joint report and
54 recommendations to the Legislature. For this purpose, the
55 Pinellas Suncoast Transit Authority and the Hillsborough Area
56 Regional Transit Authority shall reimburse the Tampa Bay Area
57 Regional Transportation Authority for necessary and reasonable
58 expense in a total amount not to exceed $100,000.
59 Section 7. Vehicles equipped with autonomous technology;
60 intent.—
61 (1) As used in this section, the term “autonomous
62 technology” means technology installed on a motor vehicle that
63 has the capability to drive the vehicle on which the technology
64 is installed without the active control or monitoring by a human
65 operator. The term excludes a motor vehicle enabled with active
66 safety systems or driver assistance systems, including, without
67 limitation, a system to provide electronic blind spot
68 assistance, crash avoidance, emergency braking, parking
69 assistance, adaptive cruise control, lane keep assistance, lane
70 departure warning, or traffic jam and queuing assistant, unless
71 any such system alone or in combination with other systems
72 enables the vehicle on which the technology is installed to
73 drive without the active control or monitoring by a human
74 operator.
75 (2) It is the intent of the Legislature to encourage the
76 safe development, testing, and operation of motor vehicles with
77 autonomous technology on the public roads of the state. The
78 Legislature finds that the state does not prohibit or
79 specifically regulate the testing or operation of autonomous
80 technology in motor vehicles on public roads.
