Spec App:  129           do not include the $25 million that will be provided 
                         to the University of South Florida if it complies 
                         with the requirements of SPB 7100.

At the end of existing proviso language, following Specific 
Appropriation 129, INSERT:

The funds provided in Specific Appropriation 129 reflect a reduction of  
$25 million in funds appropriated to the University of South Florida. 
These funds are reappropriated in SPB 7100 to be released to the 
university once the provisions of SPB 7100 have been fulfilled.
