       The Committee on Community Affairs (Ring) recommended the
       following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 230 and 231
    4  insert:
    5         Section 4. This act does not apply to a community
    6  redevelopment agency located in a municipality that has a
    7  population greater than 75,000.
