| 7 | Be It Enacted by the Legislature of the State of Florida: |
| 8 |

| 9 | Section 1. Paragraph (2) of subsection (k) of section 4 of |
| 10 | chapter 72-666, Laws of Florida, as amended by chapter 97-333, |
| 11 | Laws of Florida, is amended to read: |
| 12 | Section 4. Powers and duties.-In the performance of its |
| 13 | duties and the execution of its functions under this act, the |
| 14 | council shall have the following powers: |
| 15 | (k) To provide for a centralized screening and information |
| 16 | center on prospective law enforcement officers in Pinellas |
| 17 | County, to be known as the Public Safety Applicant Screening |
| 18 | Service (PSASS). |
| 19 | (2) The council's annual budget shall be submitted to the |
| 20 | Board of County Commissioners for their approval. The provisions |
| 21 | of this section shall be funded by a $3 $2 court cost on all |
| 22 | payable offenses, to be assessed by the circuit and county |
| 23 | courts in Pinellas County on all contested and uncontested |
| 24 | traffic cases, criminal and civil, excluding parking fines, |
| 25 | bicycle violations, and pedestrian violations that are payable |
| 26 | offenses. Additional funding may be secured by the council by |
| 27 | assessing the law enforcement agencies a fee for the cost of |
| 28 | screening the applicants. |
| 29 | Section 2. This act shall take effect October 1, 2012. |
