       Senator Detert moved the following:
       
    1         Senate Amendment (with title amendment)

    4  and insert:
    5  
    6         Section 10. Effective July 1, 2013, the Department of
    7  Children and Families shall work in collaboration with the Board
    8  of Governors, the Florida College System, and the Department of
    9  Education to help address the need for a comprehensive support
   10  structure in the academic arena to assist children and young
   11  adults who have been or continue to remain in the foster care
   12  system in making the transition from a structured care system
   13  into an independent living setting. The State University System
   14  of Florida and the Florida College System shall provide
   15  postsecondary educational campus coaching positions that will be
   16  integrated into Florida College System institutions’ and
   17  university institutions’ general support services structure to
   18  provide current and former foster care children and young adults
   19  with dedicated, on-campus support. The Department of Children
   20  and Families has the sole discretion to determine which state
   21  college or university will offer a campus coaching position,
   22  based on departmental demographic data indicating greatest need.
   23  These campus coaching positions shall be employees of the
   24  selected educational institutions, focused on supporting
   25  children and young adults who have been or continue to remain in
   26  the foster care system. The Chancellors of the Florida College
   27  System and the Board of Governors shall report annually to the
   28  Department of Children and Families specific data, subject to
   29  privacy laws, about the children and young adults served by the
   30  campus coaches, including academic progress, retention rates for
   31  students enrolled in the program, financial aid requested and
   32  received, and information required by the National Youth in
   33  Transition Database.
