       The Committee on Environmental Preservation and Conservation
       (Gardiner) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 132 - 133
    4  and insert:
    5         (3) An entity that is required to submit a report under
    6  this section must also submit an inventory of all underused
    7  property it owns, leases, rents, or otherwise occupies or
    8  maintains to the Department of Management Services pursuant to
    9  s. 255.46.
   10         (4) The Department of Management Services shall adopt rules
   11  to administer this section.
   12         Section 2. Paragraph (b) of subsection (3) of section
   13  216.043, Florida Statutes, is amended to read:
   14         216.043 Budgets for fixed capital outlay.—
   15         (3) Each legislative budget request for fixed capital
   16  outlay submitted shall contain:
   17         (b) A full explanation of the basis for each project,
   18  including a description of the program which requires the
   19  facility; an explanation of the inability of existing
   20  facilities, or underused property as identified in s. 255.46, to
   21  meet such requirements; historical background; alternatives; and
   22  anticipated changes in operating costs, both initial and
   23  continuing.

   26         And the title is amended as follows:
   27         Delete line 8
   28  and insert:
   29         of state-owned facilities; requiring specified
   30         entities to submit an inventory of underused property;
   31         requiring the department to adopt rules; amending s.

   33         available underused property is not sufficient to meet
   34         their needs when requesting fixed capital outlay
   35         projects; amending s. 253.031, F.S.;
