The Committee on Appropriations (Richter) recommended the
following:

6 Section 29. Paragraph (aaaa) is added to subsection (4) of
7 section 320.08056, Florida Statutes, to read:
8 320.08056 Specialty license plates.—
9 (4) The following license plate annual use fees shall be
10 collected for the appropriate specialty license plates:
11 (aaaa) Republican Party of Florida and Florida Democratic
12 Party license plates, $35.
13 Section 30. Subsection (79) is added to section 320.08058,
14 Florida Statutes, to read:
15 320.08058 Specialty license plates.—
16 (79) REPUBLICAN PARTY OF FLORIDA and FLORIDA DEMOCRATIC
17 PARTY LICENSE PLATES.—
18 (a) Notwithstanding s. 45, chapter 2008-176, Laws of
19 Florida, as amended by s. 21, chapter 2010-223, Laws of Florida,
20 and s. 320.08053(1), the department shall develop a Republican
21 Party of Florida license plate and a Florida Democratic Party
22 license plate, as provided in this section. The word “Florida”
23 must appear at the top of the plate, and the words “I VOTE” must
24 appear at the bottom of the plate. The plates must bear the
25 colors and design approved by the department. The official logo
26 of the Republican Party of Florida or the Florida Democratic
27 Party must appear between the numerals.
28 (b) The annual use fees from the sale of Republican plates
29 shall be distributed to the Republican Party of Florida and the
30 annual use fees from the sale of Democratic plates shall be
31 distributed to the Florida Democratic Party.
32 (c) The respective parties may use a maximum of 15 percent
33 of such fees for administrative costs and marketing of the
34 plates. The balance of such fees shall be deposited by each
35 party into a separate account and used to support voter
36 registration, absentee ballot registration, and voter contact
37 activities. Such revenues may not be used for political
38 advertisements as defined in s. 106.011.
