    3         Delete lines 97 - 102
    4  and insert:
    5         3. Implementing a program to reduce energy costs through
    6  rate adjustments, load shifting to reduce peak demand, demand
    7  response programs, changes to more favorable rate schedules, or
    8  auditing utility billing and metering.
