    1                        A bill to be entitled                      
    2         An act relating to licensure fee exemptions for
    3         military veterans; amending s. 456.013, F.S.;
    4         requiring that the Department of Health waive certain
    5         licensure fees for veterans; requiring the department
    6         to prescribe the format of the fee waivers; limiting
    7         the time period a veteran can apply to 24 months after
    8         discharge; requiring applying veterans to be honorably
    9         discharged; amending s. 468.304, F.S.; requiring that
   10         the department waive the initial application fee for
   11         veterans who apply for a radiological personnel
   12         certification; requiring the department to prescribe
   13         the form of the fee waiver; limiting the time period a
   14         veteran can apply to 24 months after honorable
   15         discharge; excluding a specific fee from the waiver;
   16         providing an effective date.

   18  Be It Enacted by the Legislature of the State of Florida:
   19  
   20         Section 1. Subsection (13) is added to section 456.013,
   21  Florida Statutes, to read:
   22         456.013 Department; general licensing provisions.—
   23         (13) The department shall waive the initial licensing fee,
   24  the initial application fee, and the initial unlicensed activity
   25  fee for a military veteran who applies to the department for an
   26  initial license within 24 months after being honorably
   27  discharged from any branch of the United States Armed Forces.
   28  The applicant must apply for the fee waiver using a form
   29  prescribed by the department and must submit supporting
   30  documentation as required by the department. To qualify for
   31  these waivers, the veteran must be honorably discharged.
   32         Section 2. Subsection (1) of section 468.304, Florida
   33  Statutes, is amended to read:
   34         468.304 Certification.—The department shall certify any
   35  applicant who meets the following criteria:
   36         (1) Pays to the department a nonrefundable fee that may not
   37  exceed $100, plus the actual per-applicant cost to the
   38  department for purchasing the examination from a national
   39  organization. The department shall waive the initial application
   40  fee for a military veteran who applies to the department for an
   41  initial certification within 24 months after being honorably
   42  discharged from any branch of the United States Armed Forces.
   43  The applicant must apply for the fee waiver using a form
   44  prescribed by the department and must submit supporting
   45  documentation as required by the department. This waiver does
   46  not include the fee for purchasing the examination from a
   47  national organization.

   49  The department may not certify any applicant who has committed
   50  an offense that would constitute a violation of any of the
   51  provisions of s. 468.3101 or applicable rules if the applicant
   52  had been certified by the department at the time of the offense.
   53  An application for a limited computed tomography certificate may
   54  not be accepted. A person holding a valid computed tomography
   55  certificate as of October 1, 1984, is subject to s. 468.309.
   56         Section 3. This act shall take effect July 1, 2013.
