    1                        A bill to be entitled                      
    2         An act relating to budget requests; amending s.
    3         216.023, F.S.; requiring that each state agency
    4         submit, at least every 8 years, and in accordance with
    5         a specified schedule, a certain budget evaluation and
    6         an evaluation of the programs and administrative
    7         structure of the agency to justify its continuing
    8         existence; providing an effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Paragraph (c) is added to subsection (4) of
   13  section 216.023, Florida Statutes, to read:
   14         216.023 Legislative budget requests to be furnished to
   15  Legislature by agencies.—
   16         (4)
   17         (c) At least every 8 years, and in accordance with a
   18  schedule included in the legislative budget instructions, each
   19  state agency shall submit with its legislative budget request an
   20  evaluation of each line item of its budget request and an
   21  evaluation of the effectiveness, efficiency, and efficacy of
   22  each program in each division and bureau within the agency. The
   23  purpose of the evaluation is to determine the continuing need
   24  for the agency and to identify inefficiencies in its
   25  administrative structure and programs and to justify its
   26  continuing existence.
   27         Section 2. This act shall take effect July 1, 2013.
