       The Committee on Transportation (Clemens) recommended the
       following:
       
    1         Senate Amendment

    4  and insert:
    5  order due to demonstrable financial hardship, the court may
    6  allow the person to satisfy the criminal penalty by
    7  participating in community service until the penalty is paid. In
