       The Committee on Appropriations (Sobel) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 458 - 460
    4  and insert:
    5         (9) For plan years 2014 and 2015, any change in rates
    6  proposed by a nongrandfathered health plan for the individual or
    7  small group market which the federal Department of Health and
    8  Human Services has indicated that it has authority and capacity
    9  to review and approve is not subject to rate review or approval
   10  by the office. An insurer or health
