    2         An act relating to state lotteries; amending s.
    3         24.105, F.S.; authorizing the Department of the
    4         Lottery to create and administer a program that
    5         provides for the sale of lottery tickets online;
    6         authorizing the department to adopt rules; providing
    7         an effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Present subsections (19) and (20) of section
   12  24.105, Florida Statutes, are renumbered as subsections (20) and
   13  (21), respectively, and a new subsection (19) is added to that
   14  section, to read:
   15         24.105 Powers and duties of department.—The department
   16  shall:
   17         (19) Have the authority to create a program that allows a
   18  person 18 years of age or older to purchase a lottery ticket
   19  through the Internet without using an online lottery retailer,
   20  and that includes a website portal through which a person may
   21  purchase a lottery ticket via a subscription mechanism. The
   22  department may adopt rules to administer the program.
   23         Section 2. This act shall take effect July 1, 2013.
