       The Committee on Appropriations (Lee, Thrasher, and Gardiner)
       recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 137 - 143
    4  and insert:
    5  commissioners and after approval of the proposed use of the tax
    6  revenues by a majority vote of the electors voting in the
    7  referendum. Referendum approval of the proposed use of the tax
    8  revenues may be in an election held before or after the
    9  effective date of this act. The referendum ballot must include a
   10  brief description of the proposed use of the tax revenues and
   11  the following question:
   12         FOR the Proposed Use
   13         AGAINST the Proposed Use
   14

   16         And the title is amended as follows:
