The Committee on Appropriations (Hays) recommended the
following:
1 Senate Amendment (with title amendment)

3 Delete lines 160 - 188
4 and insert:
5 Section 5. Subsections (1) and (15) of section 379.354,
6 Florida Statutes, are amended to read:
7 379.354 Recreational licenses, permits, and authorization
8 numbers; fees established.—
9 (1) LICENSE, PERMIT, OR AUTHORIZATION NUMBER REQUIRED.—
10 (a) Except as provided in s. 379.353, no person shall take
11 game, freshwater or saltwater fish, or fur-bearing animals
12 within this state without having first obtained a license,
13 permit, or authorization number and paid the fees set forth in
14 this chapter. Such license, permit, or authorization number
15 shall authorize the person to whom it is issued to take game,
16 freshwater or saltwater fish, or fur-bearing animals, and
17 participate in outdoor recreational activities in accordance
18 with the laws of the state and rules of the commission.
19 (b) In 2013 and every 5 years thereafter, license and
20 permit fees established in subsections (4) and (5) shall be
21 adjusted by the percentage change in the Consumer Price Index
22 for All Urban Consumers since the fees were last adjusted,
23 unless otherwise provided by general law. By February 1 of each
24 year in which an adjustment is scheduled to occur, the Fish and
25 Wildlife Conservation Commission shall submit a report to the
26 President of the Senate and the Speaker of the House of
27 Representatives detailing how the increase in license and permit
28 fees will be used within the agency. The license and permit fee
29 increases shall take effect July 1 of each adjustment year.
